The Common Market for East and Southern Africa (COMESA) states are working round the clock to harmonize the law against terrorism. Emmanuel Rukangira, who led the Rwandan delegation for the three-day conference in Djibouti, told The New Times that among the laws to be enacted is one against money laundering.
